3rd Maritime Security Workshop

Multinational Maritime Security Centre of Excellence (MARSEC COE) conducted 3rd Maritime Security Workshop in Aksaz/Marmaris, 21 - 23 October 2014. The aim of the workshop was to build trust and enhance global maritime security within a multinational and multi-agency cooperation environment supported by unique Maritime Security Community of Interest.

During the workshop Maritime Security issues have been discussed according to the Agenda on global / regional / national level with a specific aim to review the very first draft of our Multinational Maritime Security Interagency Doctrine (MMSID). Civilian and military attendees from different disciplines that constitute maritime security stakeholders from academia, national / international organizations, COEs, private sector, military and civilian government agencies participated in the workshop to form the first draft of the MMSID.

There were 71 participants at the workshop from; Allied Command Transformation, Allied Maritime Command, Interpol, The European Union Naval Force, US Defense Threat Reduction Agency, 3 centers of excellence COE DAT, CJOS COE, COE CSW, 8 universities, 4 private companies, Ministry Of Foreign Affairs, Ministry Of Internal Affairs, Ministry Of Transport, Maritime Affairs And Communications, Ministry of Food, Agriculture and Livestock, and Ministry Of Energy And Natural Resources were represented.

In the first day of the workshop, a refreshing presentation on interagency and whole of government approach from Mr. Brian Wilson was provided to set the scene for the following panel work. After the opening of the workshop and throughout the second day, panel sessions were held in 10 separate panels detailed below;

  • Maritime Terrorism
  • Proliferation of WMD in maritime environment
  • Cyber Challenges in maritime environment
  • MARSEC Governance; Interagency Coordination, Systemic Resilience
  • Marine Pollution & Illegal, Unreported, Unregulated Fishing
  • Piracy & Armed Robbery
  • C-IED in Maritime Environment
  • Maritime Situational Awareness (MSA)
  • Organized Crime & Irregular Migration in Maritime Environment
  • Legal Aspect of Maritime Security.

The morning session of the third day was planned to present and discuss the outcome of the Maritime Situational Awareness - MSA Study Project carried by three COEs; Combined Joint Operations from the Sea Centre of Excellence (CJOS COE), Centre of Excellence for Operations in Confined and Shallow Waters (COE CSW) and MARSEC COE. In the afternoon session of the third day a separate panel discussion on "Interagency Coordination" was held to underline and link the findings of the panels in the scope of Interagency.

We would like to thank all the participants, who helped us to make the MARSEC COE 3rd Maritime Security Workshop a great success and we would like to see you all again in our 4th Maritime Security Workshop which is planed to be held betweeen 16 - 18 June 2015.

We are looking forward to continue this cooperation and we believe that as our motto "Working Together for Maritime Security" is the key to tackle the maritime security challenges.

The 1st Draft of the Multinational Maritime Security Interagency Doctrine (MMSID) will be distributed to the Workshop participants, following the implementation of the inputs / comments received during the workshop.
