EXER MARSEC-25 Exercise Specification Conference (ESC)

MARSEC COE conducted the Exercise Specifications Conference (ESC) for its signature Maritime Security Exercise series, EXER MARSEC-25, on 11-12 June 2024, online and at its premises in Istanbul. The ESC officially marks the debut of a long and complex process to deliver a topical, beneficial and dedicated maritime security training event in 2025.
The event gathered 20 participants representing NATO, Allies, Partners, regional initiatives, NATO-accredited Centres of Excellence, academia, and industry.
The main item of discussion was the Exercise Specifications (EXSPEC), but more specifically, the Exercise Aims (EAs) and Exercise Objectives (EOs), the desirable participation from the focus region and beyond it, the external support needed, and the experimentation requirements.
An extra number of subjects have been touched during the proceedings, among them exploring technical solutions for designing a suitable CAX environment, developing training objectives that hold value for focus training audiences, and producing a relevant Scenario supporting an immersive training experience.
EXER MARSEC-25 explores ways to increase collaborative interactions and information sharing in the wider Singapore and Malacca Straits region for increased efficiency in addressing maritime security threats and challenges. The Exercise integrates interagency cooperation, civil-military interaction (CMI) and multi-domain operations (MDO) themes, includes training consultation, command and control (C3) processes, allows concept and procedural experimentation, and helps develop and test creative approaches for maritime security.
The Exercise invites the participation of focus area Nations, NATO Allies, Partners, relevant International Organizations and Non-Governmental Organizations, academia, and private industries, and is especially relevant for staff in operational-level Maritime Operations Centres (MOCs), ongoing Maritime Security Operations (MSOs) and similar centres or initiatives.
