The Director's Speech for Azerbaijan's flag-raising ceremony, is as follows

The seas have always been more than vast expanses of water—they are the lifelines of global trade, the corridors of international cooperation, and the guardians of our collective security. In today’s world, ensuring maritime security is not just a necessity—it is an imperative. From protecting vital trade routes to countering emerging threats, our ability to safeguard the oceans determines stability on land and prosperity for nations.
It is in this spirit of responsibility and collaboration that we celebrate Azerbaijan’s entry into the Maritime Security Centre of Excellence (MARSEC COE) as the fifth nation to join this esteemed initiative. This marks a pivotal moment in Azerbaijan’s commitment to shaping the future of maritime security alongside Türkiye, Greece, Portugal and Romania.
Such a remarkable achievement would not be possible without the dedication and vision of the NATO ACT, Ministry of Foreign Affairs, the Ministry of National Defense, the General Staff, and the Naval Forces of the Nations. Their unwavering commitment has made this moment possible, ensuring that Azerbaijan’s contributions to global maritime security are recognized and strengthened. We express our deepest gratitude for their efforts, leadership, and dedication to advancing Azerbaijan’s position on the world stage.
With an Azerbaijani officer Lt.Cdr. MURADOV's joining MARSEC COE for the next three years, Azerbaijan stands ready to contribute expertise, leadership, and vision. The Azerbaijani flag now flies among those dedicated to ensuring that the seas remain safe, free, and secure.
This parade is not just a celebration—it is a declaration. A declaration that Azerbaijan is stepping forward with resolve, prepared to navigate the challenges of maritime security with strength and unity.
