
EXER MARSEC-25

Maritime Security Centre of Excellence will conduct EXER MARSEC-25 at its premises in İstanbul, Türkiye, between 1st and 10th of October, 2025.
EXER MARSEC-25 aims at improving cooperation, collaboration, coordination, and awareness among maritime security stakeholders, as well as developing leading guidelines on multinational and multiagency engagement for addressing maritime security challenges in a wide and entangled spectrum of situations, and it will include various storylines that enable to train the audience in conditions as close as possible to the global maritime security environment. The exercise supports exploring ways to enhance collaborative interactions and information sharing in informal regional settings, with a focus on the tools, systems, and procedures that drive significant improvements in the maritime domain.
As global maritime trade volumes expand and supply chains grow more intricate, evolving maritime security threat vectors continue to present new challenges. In this context, the exercise’s Core Planning Team developed a scenario for the Computer Assisted Exercise (CAX) that combines a fictional storyline (fictitious scripting and a fictionalized situation) with a realistic geographical setting – the Straits of Malacca and Singapore, being selected as a critical maritime trade chokepoint. The joint actions are based on delivering HA/DR (Humanitarian Assistance and Disaster Relief) to SOMS (Straits of Malacca and Singapore) region after a super typhoon, and injects reflect the multitude of topical maritime security threats and challenges.
The scenario creates a plausible but not politically sensitive environment that enables participants to engage in realistic operational planning, decision-making, and coordination while avoiding the use of real-world political actors.
